Notification plugin: standardise preferences

Make notification preferences look more like the rest of application:
 • Browse button for file selections
 • Remove colons from labels
 • Label with unit(s) after spinners where appropriate
 • Use hints for special values
 • Use frames to group related widgets
 • Package widgets without tables and use existing macros
